FLETC Bids Farwell to Deputy Director Kai Munshi: Dedicated to Public Service
GLYNCO. Ga. -- On June 28, the Federal Law Enforcement Training Centers (FLETC) hosted a retirement ceremony for Deputy Director Kai Munshi, a man whose career has been a testament to dedication, resilience, and unwavering commitment to public service. As colleagues, friends, and family gathered both in-person and virtually, the air was filled with admiration and gratitude for Munshi’s remarkable contributions over the past three decades.
Kai J. Munshi, as Deputy Director, has been pivotal in overseeing training for 127 federal Partner Organizations and various state, local, tribal, territorial, and international law enforcement partners. He directed operations at FLETC’s four training centers in Glynco, GA; Charleston, SC; Cheltenham, MD; and Artesia, NM, while also managing FLETC’s administrative, security, financial, mission support, and resource management programs.

Reflecting on Munshi's career, FLETC Director Benjamin C. Huffman remarked at the ceremony, “Kai has dedicated his entire life to public service. From his time as a U.S. Marine to his career in law enforcement, he has always put service before self, and never left anyone behind.”
Munshi joined FLETC in May 2017 as Chief Security Officer, overseeing security, emergency management, administrative inspections, and internal affairs. He then served as Assistant Director for the Technical Training Operations Directorate, managing six law enforcement training divisions.
Munshi’s law enforcement career began in August 2002 as a U.S. Secret Service (USSS) Special Agent in the Denver Field Office. He conducted criminal investigations related to counterfeit currency, bank fraud, and other financial crimes. Later, as part of the USSS Special Operations Division Counter Assault Team, he participated in numerous protective missions for the President and other dignitaries domestically and abroad.
He also served over six years as a Senior Special Agent with the Securities and Exchange Commission Office of Inspector General (OIG) and the Department of Justice OIG in Washington, D.C. There, he led multi-agency investigations into public corruption, employee misconduct, and financial fraud, earning the DOJ OIG's Distinguished Service Award in 2012 and 2014.
Deputy Director Kai Munshi expressed his reflection on his career, “As I stand at the end of this road and look back, I’m not thinking of my legacy in those words but of the countless people who have shaped my life over the past three decades. Whatever I have accomplished professionally that was mentioned this morning is a direct reflection of their support. I would not be where I am today without those incredible individuals.”
A veteran of the U.S. Marine Corps, Munshi served in both enlisted and officer ranks, commanding units with the 3rd Marine Division and directing security operations in Guantanamo Bay. He holds a Bachelor of Arts in International Studies from SUNY Brockport and certifications from the Partnership for Public Service and American University.
Munshi’s retirement marks the end of a notable career dedicated to public service and law enforcement. His contributions to FLETC and his commitment to excellence have left a lasting impact on the organization and its partners.
