New Deputy Director of FLETC Sworn In
GLYNCO, Ga. – This week, the Federal Law Enforcement Training Centers (FLETC) welcomed Paul E. Baker as its new Deputy Director. FLETC Director Benjamine C. Huffman hosted a Swearing-In Ceremony at FLETC’s headquarters in Glynco, Ga. FLETC’s Assistant Directors and front office staff attended the ceremony.
Deputy Director Baker oversees training for 129 federal Partner Organizations and state, local, tribal, territorial, and international law enforcement partners. He directs operations across FLETC’s four training delivery points in Glynco, GA; Charleston, SC; Cheltenham, MD; and Artesia, NM. He leads FLETC’s administrative, security, financial, mission support, and resource management programs.

His experience, expertise, and fresh perspective will undoubtedly strengthen our efforts and help FLETC achieve our goals,” said Director Benjamine C. Huffman. “I look forward to collaborating and driving our mission forward together."
Deputy Director Baker joins FLETC with extensive experience in law enforcement training. Before FLETC, Baker was Deputy Assistant Commissioner of U.S. Customs and Border Protection’s (CBP) Office of Training and Development (OTD) and Deputy Chief Learning Officer. In these roles, he led over 1,000 employees, managed a $300 million budget, and oversaw training for over 60,000 personnel across seven academies. His leadership resulted in developing award-winning training programs in technical law enforcement, leadership development, and distance learning.
Mr. Baker also served in the White House Military Office as Director of Training and Evaluation, where he supervised a critical operational test program for national security and emergency response. His work supported over 2,300 personnel across a joint-service and interagency network.
Earlier in his career, Mr. Baker commanded the U.S. Coast Guard’s Maritime Law Enforcement Academy, where he directed the development of crucial law enforcement training programs, including the Maritime Enforcement Specialist curriculum. His 21 years in the Coast Guard included multiple leadership roles, and he served on the Federal Law Enforcement Training Accreditation Board from 2009-2012.
Deputy Director Baker graduated from the U.S. Coast Guard Academy with a Master of Science in Instructional Systems from Florida State University. His awards include the Defense Meritorious Service Medal, multiple Meritorious Service Medals, the 9/11 Medal, and the Presidential Service Badge.
