Update to Expanding HSI to Charleston
GLYNCO, Ga. — The Federal Law Enforcement Training Center is enhancing training opportunities and addressing capacity challenges by expanding its collaboration with U.S. Immigration and Customs Enforcement’s Homeland Security Investigations program. In January 2024, HSI leadership, including Senior Liaison Larss Counsil, toured the FLETC Charleston site to explore the possibility of relocating the Homeland Security Investigations Special Agent programs to Charleston. This 13-week course, currently based in Glynco, Georgia, will begin its first classes in Charleston on March 31, 2025, with additional sessions planned for July 2025.
During the evaluation, HSI representatives were impressed by the facilities, with Counsil remarking that they “far exceeded our hopes.” This led to further discussions about overcoming logistical challenges and adapting the site for the program’s needs. Additional space was identified, including two new mat rooms and a tactical training area, such as a Raid House, to accommodate the program’s demanding training requirements. The FLETC Charleston team quickly began procuring the necessary resources to complete these spaces, ensuring they would be ready by the end of March.
The ICE_HSI-HSISAT program, which trains over 450 students annually, will allow FLETC to increase its overall training capacity by relocating part of the program to Charleston. This shift will free up valuable resources at Glynco, such as firearms ranges and scenario-based training spaces, to support other needs.
“This initiative is not just about space; it’s about creating a forward-looking environment that meets the needs of our partners,” said Brian Carey, Law Enforcement Program Specialist at FLETC. The move to Charleston is expected to support five additional classes in Fiscal Year 2026, cementing the Charleston facility’s role as a key hub for specialized law enforcement training.
The program prepares trainees for HSI roles in areas like case management, cybercrime, financial investigations, and human trafficking, blending intensive academic curriculum with physical and tactical training. By strategically relocating the program, FLETC continues to demonstrate its commitment to providing world-class education, maximizing facility efficiency, and meeting the evolving needs of its partner agencies.
“We’re excited about the future of this collaboration,” said FLETC Charleston Site Director Mike Bransford. “Our team worked with HSI to ‘get to yes’ and strengthen a great partnership.”
